Phoenix CPF calls for greater community participation in crime prevention
The organisation emphasised that all CPF members operate under a strict code of conduct designed to promote professionalism, accountability and respect for the rights of residents.
The Phoenix Community Police Forum (CPF) has reaffirmed its commitment to strengthening safety, accountability and co-operation between law enforcement and residents, while calling on the community to play a more active role in lawful crime prevention initiatives.
In a statement issued by interim chairperson Val Pillay, the CPF highlighted its role as a recognised statutory structure that works alongside the South African Police Service (SAPS) to create a platform for communication, collaboration and problem-solving on issues affecting community safety.
“The CPF acts as a vital link between the community and SAPS, encouraging active public participation while ensuring that all activities are conducted within the framework of the law,” Pillay said.
The organisation emphasised that all CPF members operate under a strict code of conduct designed to promote professionalism, accountability and respect for the rights of residents.
The CPF also highlighted the importance of the Community in Blue Programme, which allows residents to become directly involved in crime prevention efforts.

Participants undergo a vetting and screening process to ensure they meet the required standards of integrity and responsibility before serving the community.
Residents have further been encouraged to establish street committees in their neighbourhoods and register them with the CPF.
According to the organisation, registration ensures committees operate within recognised structures and receive the necessary guidance, support and protection afforded by established community safety frameworks.
The CPF warned against vigilante behaviour, stressing that no individual or group has the authority to take the law into their own hands.
“While communities have a right to protect themselves through lawful means, any actions that violate the law, infringe on the rights of others, or result in assault, intimidation, property damage or unlawful detention will not be tolerated,” Pillay said.
The organisation urged residents to report suspicious activities and criminal conduct promptly to SAPS or local CPF representatives to enable swift intervention and prevent crime from escalating.
With winter approaching, the CPF noted that crime trends often increase during periods of reduced public activity and longer hours of darkness.
To address these challenges, the CPF said it would be working closely with SAPS, Community in Blue members, registered street committees, neighbourhood watch groups and other stakeholders to increase visibility, conduct patrols and strengthen crime prevention initiatives across Phoenix.
The CPF stressed that effective crime prevention requires the collective effort of the entire community. Residents are encouraged to remain vigilant, secure their homes and businesses, report suspicious behaviour and participate in lawful community safety programmes.
“Together, through cooperation, respect for the law and a shared commitment to safer neighbourhoods, we can create an environment where criminals find no refuge and where our families can live, work and thrive in safety,” Pillay stated.
The organisation reiterated its commitment to serving the community with integrity, transparency and dedication as it continues to strengthen partnerships in the fight against crime.
